That's a brazen bull (hollow bronze), a torture device invented in ancient Greece in which the victim was roasted alive. Ironically, its inventor was the first victim to test it.

Haha, not sure the brazen bull was what Canada was trying to convey, although the welding equipment in the background would heat things up nicely... This is more along the lines of a Trump Pas than the kind of thing you'd expect from Canada...
