If they actually wanted to prevent crimes, they'd do 2 things: 1. Arrest a lotta rich and powerful people. 2. Invest in social programs that increase quality of life.

Actually the 0.5% is more likely than 0% as you have to account for accidents getting it right, a broken clock is wrong twice a day. It's the same thing as with any other forms of prediction, say enough of them and you'll eventually get one correct just by general chance amd probability.
I would say that the 0.5% isn't showing that it works but that it made a few lucky guesses.
As for if it will ever be a way of prosecuting people, it's unlikely due to how unreliable it is and that the crime wasn't actually committed. Pre crime would be on the same levels as charging someone with a through crime.

This reminds me of the anime Psycho-Pass, definitely a must watch sci-fi anime. Has a lot of psychological elements.
