I've spent half of my working life at sea in the Royal Navy and then the Merchant Navy and Norway has just broken EVERY rule of the sea. A ship in peril has nothing to do with nation. If you can get to them first then you do. If you can get to them second....then you do. It is the rule of the sea. Acknowledged by sailors of EVERY nation. Norway should be utterly ashamed of this action. The nationality of a sailor in peril does not exist in the minds of any 'true' seaman.
Even in wartime it is both normal and expected that the crews of a ship that has been sunk are rescued from the sea by the ship that sank it is the nearest ship!
