A strong warning against the Hairdryer/Toaster method: some older circuit breakers flip when they get too hot and were designed or manufactured so badly that, when one fails, they won't break and you will get a house fire.

shorting it is still fastest option. :D At a factory I worked at there was a rigged plug with a switch to test the sockets before working on it. even if you flipped the "right" breaker, and especially if other electrician said they did it, you still had to check, and the best way to check is to do it in a way that trips it for you. (in older factories with lots of growth there are often cases where the labels on breakers are completely inaccurate after 10 years)

In the uk if a circuit is wired into an rcbo, we have these fancy plug in testers that have a button that trips it out, super handy. Though the multimeter is just as good
