Holy crap this worked for me !
Thank you, i downloaded the ISO from Microsoft and chose "English International" option, not knowing what i already had on my Win10 PC, and after seeing the "keep files ..." greyed-out i was heart broken o.O

Re-downloaded the proper English ISO version and did the rest of the Rufus instal and it all went PERFECTLY !

What you need to check as well is the InstalledLanguage in registry, it needs to match as well.



Change it to the proper code. In my case I needed EN-US, which is 0409. I had there 0809, which is EN-GB, and this was causing me greyed out option to keep the Apps and Data.

After changing this + restart, the InPlaceUpgrade started to work.

I had to use the powershell to discover windows thinks my dutch pc is speaking EN-GB. But that is not in the list for downloading win 11. English international worked.

Rufus 4.2 won't work on windows 7.

I pressed delete all when installing from windows 11 to 10 i had my apps like gta5 and steam apps lol
