21 is odd.
Maybe they set this up before the amount was set. I feel like from trailers we expected New Donk to be an early world, not one right in the middle.

It's because the Odyssey's render (used on the box art, other marketing material and as a spirit in smash ultimate) has 21 on its sail.

21 is the minimum amount needed to get out of sand kingdom. And in sand kingdom there is a painting that leads to new donk, so that's something, but there's 4 sections to the sail which is the amount you would have when getting to New donk normally, and is too much for just getting out of sand.

Also, the oddessey should be damaged by the time they get to new donk after bowser hits them into lost kingdom.

It's actually a reference to a Speedrun at the time of ultimates making. Someone got to new donk with only 21 moons.

It would be cool if they checked your odyssey save file for how many moons you have, although that would be really hard to do

In speedrunning, there is a trick called the CRC. This trick can be performed in Sand Kingdom to get to Metro early, and the amount of moons to leave Sand is 21. I doubt this was on purpose, but it could be.

Imagine if the game could detect your Mario odyssey saved data and display the number of moons you’ve collected and show a gold sail if you’ve got it in odyssey

The reason behind the 21 is that in SMO after completing cascade kingdom for 5 moons and Sand For 16 moons (which totals 21) it unlocks a warp painting to go to the metro painting island and with a CRC(cappy return cancel) you can get to the mainland

This mistake was also present in mario and sonic at the olympic games 2020 where in dream karate you can see the odyssey only has 21 power moons despite the mushroom kingdom requiring much more power moons to visit
