Well, at first look it seems that Michael might've liked his job in Crimetown. But look at his face and posture. He wasn't saying "No, thanks." He was clearly suspicious or upset about something. Look back at the girl, at 9:57. Doesn't the dad in the photo look like the boss? Maybe he's a wanted criminal too. Or maybe all that danger was intentional, like he didn't want Mike to take his place and thought he might die.

He said no because first thing his boss will retire and Mr. Carter will take his boss' place but he had to make some problem solving in the crimetown but it was really scary because that place has many escaped prisoners but his boss pressure him to go to that town but he don't like to come and when it's all done to solve anything his boss will promote him but yes he don't like he is the best detective in the town.
