The thing is if we had a popular vote system instead of an electoral one, then Trump and Hillary would've campaigned radically differently. For example, Trump never once stepped foot in California; that would've helped a ton with the popular vote if he did, but since it doesn't help with electoral votes it's a waste to campaign there. And so there's no certainty whatsoever on who would've won a popular vote election.
