There isn’t a circular staircase in the arm leading up to the torch (there’s no room for that). When I visited the statue last year, the staff told me that to access the torch, you have to open a small gate off of the stairwell at the base of the neck, then literally crawl thru a passageway under her right shoulder to the base of a long, thin ladder which leads to the torch’s tiny door. Maintenance workers have said it is NOT an easy climb. It is also not very safe, either. The staff told me the wind can cause the torch to sway up to four feet in any direction. Imagine being up on that tiny balcony with barrier lower than your waist and having the entire thing start shaking.

I went inside the statue in 1993 and was awed when i saw the copper frame then I went up the stairs to the head, i was disappointed when I couldn't get to the torch but the view from the head was amazing

The Statue was originally designed for the Suez Canal in Egypt. Bartholdi did not craft the basic design of Liberty specifically for America. As a young man, he had visited Egypt and was enchanted by the project underway to dig a channel between the Mediterranean and the Red Sea.
