The screen shot of the discord message is a year old. That was from before the first time he was caught by the FBI. When they were searching him, they just assumed it was new. If one of his charges is about communicating with Hayden, that will be a wrongful charge. As far as they know, Burns and Fulmer haven’t spoken since the first FBI intervention.

In the 60's, (CA?) there used to be a pgm people deemed a danger to the public could be enrolled into by the state if local law enforcement could show they demonstrated a pattern of behavior and had multiple encounters w/police with no criminal charges filed.
