You can thank Reagan for doing away with the mental health care system in CA years ago. As a former case manager for the homeless population it has been evident for DECADES that mental health services coupled with drug treatment facilities needs to be implemented with other support services all in one program. Also, funding and infrastructure for all of it, including hiring of paraprofessionals to work these programs.

North Dakota and Wyoming have some of the most brutal winter weathers. Also their Social Programs cannot support Homeless.
Mississippi is the poorest state in the Union.
