Finesse seems like an amazing perk, especially when paired w/ perks like Lithe, Dance With Me, Spine Chill, Resilience, Windows of Opportunity, Quick & Quiet, Fixated, Cut Loose, etc.

It also seems pretty well balanced imo since it works on a cooldown (instead of exhaustion), but you can only use it while healthy.
