The ATF should be disbanded. They’re supposed to be a law enforcement agency, but much of their resources go to enacting regulations, which should properly be considered a conflict of interest. It’s also a violation of the constitutional separation of powers, because they’re acting in a legislative capacity with the imprimatur of the executive branch, but with neither the authority nor the accountability vested in the Congress. Now, the responsibilities, personnel and resources the ATF currently has would likely be redirected toward other federal agencies, so I’m not naive enough to think that that abuse of power wouldn’t simply continue under another heading, and the FBI, for their part, has lost a great deal of the confidence it once enjoyed. So the answer should be for the Congress to neuter the ATF’s regulatory authority, and return their powers to enact rules to the Congress where they belong.

That would not be a rule to enforce. ATF does not have the authority to make law. That is congress that makes laws. ATF only enforces laws passed by Congress. If Congress stands by and allows this to continue, they will become obsolete and overruled.
