Pg 6, Measuring Distances, 3rd bullet - any player can measure any distance at any time.
The failed charge thing may be due to something that triggers to stop it from happening after it's been declared, probably a failed fear check (and or perhaps some niche Ki Feats - IDK 100% on this one; could also be future proofing?).

I liked how the martial arts faction looked but each character had a huge list of rules on their card. I ended up playing pirates. The rules were mostly for throwing nets and shooting stuff

Also I can't imagine not allowing Pre-Measuring. I think the rules talk about failing charges because things like Mirage exist where a model can charge something but then the charge target is suddenly 2 inches away. Charge failed.

Just fyi Takuya Move it only affects Friendly Ashigaru models and the two you moved are not Ashigaru.
