It not a 0% drop rate it’s because Bungie knows you want it so they won’t give it to you. It’s like that with most things. Especially when trying to farm for a specific exotic.

I remember I came back on my yearly destiny grind and got the red border the other half and made my whole friend group mad

Just like any other program, random rolls aren't usually random, typically they're rooted in the current time or another variable that might appear random and then maybe processed in some way or another. If you're not getting the roll you want, vary the time you're clicking the engrams or change your instance or something. Usually breaks the streak.

This is why I gave up farming dares for reds. I wound up creating a new class for the sole purpose of farming a BXR.

For people on here. If you have another character that hasn’t played Dares ever before. Do one. Go to Xur, pick up his quest, use the key on the chest, abandon the quest. Repeat.
