why does the carburettor have a breather next to the fuel inlet? anybody care to explain? cheers

supposed i had done some mods inside my engine such as port and polish and piston oversizing, is it necessary to lean out the mixture ? or richen the mixture? what are the signs that my engine is running lean? i notice that if i reach a higher RPM say at about 5, 000 RPM, i begin to hear rattling noises and my car hesitates to accelerate further like a loss of torque, it seems like the fuel is cut from my engine. what can be the problem?
