All jokes aside, Tobirama was actually the only Hokage who ever try to give a solution for The Uchihas as a clan to bond with Konoha village by appointed them as The Konoha's police force, and he was also gave a worthy Uchiha like Kagami a position under Hokage direct order

I know his solution wasn't perfect, but for a longer term if The Uchiha can endure and with more peaceful and stable condition, People like Obito, Shisui or Itachi could've easily becomes Konoha's top tier figure like for example Nara Shikaku (Shikamaru's father) and who knows there might be an Uchiha Hokage

Too bad Tobirama's successor are either too soft (Hiruzen) or too extreme (Danzo) and what's also too bad was the fact that Obito's attacking Konoha put the gasoline one the fire for Uchiha-Konoha conflict and basically put the annihilation of The Uchihas on speed dial
