I completed a fresh install of windows 11. Phone link didn’t work. Followed all steps and ended up uninstalling and reinstalling and it didn’t fix the issue. I just ended up permanently uninstalling the app. I will say that it did work before the fresh install of windows 11 pro.

Phone link is now under setting
open Setting and Bluetooth and Devices select mobile devices and Turn on Phonelink

Removed, Reinstalled, still don't get an iPhone button. Going to try it again anyway. :)
