In the manga when Merus violated Angel law and was expunged from existence, the Grand Minister decided to remake him as a mortal. He then held Beerus and Shin accountable for not keeping Merus in check thus causing them to lose an angel. As punishment he made them play Horsey for the Grand Zenos! Angry about his predicament Beerus then unjustly blamed Goku for Merus breaking the Angel Code.
