You can keep the barge warm/cool by pumping water into a ground source heat pump. In the winter the water is still above 32deg and the summer the water is 50deg. Either temps can make a new kind of heat pump the works at 50deg below zero work very efficiently. You could use the barge year around.

A big old stationary oil engine would look great in that - 50hp would be ample to trundle about the lake and be very fuel efficient

Any USN acoustic easements that'll interfere with your plans? The Navy strictly limits noise in that lake....would surely have been my first point of research before buying that acoustic research barge. If you can't operate

Correction - You bought a barge that housed previously classified network equipment, that has been long since removed, meaning nothing on the barge is classified, and thus - The barge is NOT classified.
