Elite is relative, Elite in Protection of individuals, policing etc but not Elite in the sense of a battlefield force, they lacked experience of frontline duty, this is also why the 501st was brought in to storm the Jedi Temple, palapatine didnt Think that the coruscant guard was up to the task

Technically Commander Thorn was leading the CG but got killed so Fox took over for him

Fox is honestly way too hated. He never had the chance to fight on the front or to act as casual because of his role and having to stay more professional around the most important people in the galaxy. Who knows what it was like for him having to be around palpatine everyday too. The whole fives thing is really biased too like when you have an elite deranged ARC trooper who just tried to kill the man you’ve spent your whole life protecting, had a military captain and general hostage behind him and he also has a gun pointed right at you and your troops your responsible for are you going to have the time to set your gun to stun let along think about setting it to stun? ( to be fair he probably should have set it to stun before hand but we don’t know what orders he was really given before going) And he might have even done it on purpose to avoid whatever the republic or Kaminoans would have done to him which would have been worse. He would be a great character to see more off and what mentally he was like because of his job and it would have been nice to see how a trooper like him would fit into the empire but that was ruined already by him being killed for fan service in a really stupid way. Super underrated and deserves more respect.
