Oil is hydrophobic which means it is unable to mix with water with oil droplets that connect rather than mixing in water
To mix it put it in a vacuum chamber and let the disolved gasses out that way it’ll mix with tiny oil droplets in the water

That's cool because I would of thought the oil would stay at the bottom because it's a lot heavier
