They fix cheats but they revert changes several days after, so cheats they patched work again.. They have no interest in fixing cheats, they just mindplay with the community

its funny that valve wont ban rage hackers that use rapidfire :D, ITs like ok we see them we know about them but u know its more of an exploit than cheat even tho is part of every cheating software we will let it slide. Maybe if we removed cheaters from game our player base would drop by 30 percent lets keep them

Another thing that crossed my mind is that third party servers help in development if not developing cheats, so that you are forced to play on them considering that there's no 128tick servers no more, and playing without cheaters or with much much much less is their selling point

I played against a cheater using double tap, they were seemingly 1 tapping with an M4a4

Double tap is also used by cheaters in TF2, particularly on the Scout's Force A Nature.
