bcdedit /set hypervisorlaunchtype off
bcdedit /set useplatformclock no
bcdedit /set useplatformtick no
bcdedit /set disabledynamictick yes

To confirm changes:

bcdedit /enum

Notes:

- Platformclock set to NO will disable HPET timers (HPET hinders performance & negatively effects input latency)
- Platformtick set to NO will disable RTC timers (RTC is an old outdated timer method, platformclock & platformtick set to NO will use the TSC timer which provides the lowest input latency)
- Disabledynamictick set to YES will disable a feature that let's windows stop the system timer when nothing is happening in order to conserve power
- Tscsyncpolicy controls the time stamp counter synchronization policy (setting to LEGACY will provide lower input latency, while ENHANCED may provide better frame rates)
- Hypervisor set to OFF will disable software from laucnhing that is used to run multiple virtual machines on a single physical machine
