As a Parakeet vet, here is what's wrong here.

-Unhygienic cage
-Too small for two budgies
-Food? Nowhere
-Water? Nowhere
-No toys
-You approached them too fast
-Budgies take time to get used to you
Let alone let you touch them
-No bath
-No nighttime blanket

And the list goes on!!
Budgies aren't ornaments.
They aren't meant to just sit there and look pretty. They need love, and lots of it. If you're going to neglect your Budgies like that, you might as well give them away.

Budgies aren’t toys that will do what you want when you get them. They’re living creatures with complicated emotion and needs. Take some time to earn their trust little by little. Don’t be pushy, and be patient. In time they’ll love you just as much as you love them.

Ur budgies need toys, give them healthy clean fresh apples, bananas, don’t give them fruits or foods that will poison them, and also u should place your finger on the perch for 5 min a day and it will get less scared, and it teaches it to go on your finger, and give it proper budgie food. Last thing, at night cover it with a towel, or something to keep it warm once it’s winter and if it gets puffy it means it’s cold. That’s majority of the info I know and good suggestions! Hopefully you read this, I just got my budgies 2 weeks ago, and their still getting comfortable to their environment and me. I’m still in the process of taming training!

some budgies don’t like humans touching them. My cockatiel is like that. But you just have to accept the fact that it doesn’t want to be touched. If you recently bought them, they need to get used to things around them. And don’t touch them unless you earned their trust. Maybe try taming them. And if you have tried, it will take some time. Don’t expect to take a day. It can take up to a few weeks to months.

Budgies take time to get to know someone. Putting your finger in their face is a little on the threatening side. You wouldn't want a stranger to do that to you. They are the most adorable little birds when they get to know and trust you. And way smarter than we give them credit for. Give them a chance, you will be pleasantly surprised. 🥰

I have some tips I have budgies
1. Toys budgies get bored often so they need toys
2.put your hand outside the cage. So he/she know it’s not danger
3.Let your budgie come out and play keep the door open if possible

First, I recommend getting your budgies a bigger cage, natural wood perches, and toys they can break and shred. Next, you can gain their trust using millet spray, seeds, or any other treats they love. Some birds never allow you to pet them and you just have to accept that. My budgie hates being pet (he always has), but my caique loves getting scritches. It all depends on the individual bird

Hey!! So I’ve been a budgie owner for 6 years now, and with your permission I would really like to give you some tips or things to change that will A, make you’re budgies like you more, and B, improve their life, because from what I see there home (cage) isn’t the best for them!! They are both really cute birds, so I’m sure you can agree they deserve the world!

I got 2 budgies a few days ago and one of them (Kermit) is already tamed but daisy is still a lil scared so what you should do is spend more time with them it takes a while they won’t just like you when you get them and you need more toys in the cage so they aren’t stressed you need to feed them by hand to gain trust and once you have they might let you pet them (and give them some free time out of the cage)
