Yeah, Sivir is just one of those awkward champs. 500 Range feels awful and lets KAI'SA outspace you, the ADC that gets bullied for being short range, can bully you with range. You also don't have anything particularly flashy and fun in your kit to make you stand out, wave clear aside. No on-hit effects, no dashes, no CC, no burst. The utility of the ult is harder to obtain results with than Varus R, Kalista R and Ashe R, which are the main ADC's to compete with for utility after TF and Senna got nerfed.
Also, I find that Sivir is great fun for tilting the face off of your Support when they want to be aggressive, but don't understand that Sivir doesn't want to interact with enemies at all until 3 items.
