I don't think Total War: Arena made this character so dark because of a misconception of Phoenician skin pigmentation. I think they saw an opportunity to add a dark skinned character and they jumped on it. They probably thought it was better to slightly annoy a few people on a minor detail with history, than be accused of racism. Hell, 1403 Bohemia was like 100% white, but Kingdom Come: Deliverance is still being accused of racism.

The phrase "father of strategy" is complete nonsense. Hannibal was an outstanding tactician which is why he could pull off things like his ambush at lake Trasimene where he took out 3 quarters of the roman patricians. He completely failed however as a strategist and his ultimate failure to achieve his goals are proof of this. He was pretty terrible at besieging anything with a wall around it. Scipio Africanus and Cato the elder got his army to get fat and inefficient through lack of direct engagement over several years.
