I was in kindergarten in 2012 and by that time I think they made a rule that every kid has to bring in a whole box of candy and you have to put a piece of candy on each desk so there never was a specific Valentine hierarchy. Sure some people would make personalized Valentine's for someone they liked but everyone just had a box of candy in my day
