My understanding of war is that the losing party lays down its arms (surrenders) to avoid heavy casualty upon itself and its civilians. I guess this Hamas/Israel war is a new kind of warfare whereas the losing party — Hamas, in order to generate world-wide sympathy, intends heavy casualty upon its civilians.
