Riolu was considered to be a 4th starter on a ROM hack because it can evolve into Mega Lucario as a third evolution on level 100, and I believe that this is basically, like, happening in the non-mega universe right after beating Hoenn (RSE).
The non-mega world, which is the second part of the game, is actually another region, but is a Johto, Sinnoh, Unova and Kalos all-in-one world combination, where not only you can find legendaries that are supposed to release after the implementation of game cartridges, but also pick one out of 4 starters (the lineup similar to that of PLA, but has Riolu as the 4th one), go back in time like an Entralink, go to Starter Island to complete your Pokedex, have Mew being the middle of summoning the Sinnoh trio, Giovanni being the same villain but wear an orange cloth which is an earlier version of Team Flare, can obtain Unova pokemons (like Druddigon) in Safari Zone on Hoenn, Reshiram and Zekrom being roaming Pokemons on grass, mega evolutions being ACTUAL evolutions of the game, not as a gimmick, and contains towns from different regions that makes up the new region like the Slowpoke town in Johto and Jubilife Town from Sinnoh).

Yeah, that's a wild region right there...
