Hi Guys. Sorry for my english by the way. Ok i did this in 3:41 minutes. So this what you have to do: First, go to the nearest police station and make the police chase you, let them get close to you for about 4 seconds then escape, do this like 5 times. that will give you a Resisting arrest x5. At this moment you must have a 3 star level on you. So escape at 80 mph with the police escorting you then wait for the roadblocks. Try to do this in the city. And thats is :)
