This kind of "focus" UI design is becoming rampant across all Microsoft products. The theory is that having too much information on screen or too many options confuses a user, and thus having fewer options that "focus" their attention to what they most likely want to do is supposed to be helpful.
In reality, all it does is cause a ton of cognitive load having to click through every "Read more..." "Show more..." button, link, etc. It is especially annoying in Microsoft Teams.
Another purpose of it is due to an ever increasingly "in the cloud" environment. It costs time and network bandwidth to retrieve things from the cloud, so the less you can get away with retrieving, a.k.a. the more you "focus" the request, the easier it is to make those network bandwidth requirements reasonable.
It is quite dumb, and I will be glad when the fad is over.
