Hello Jack. I liked a lot your tutorial video and I must say that I didn't knew about this methodology.

I'd like to ask you if it is possible to do this kind of analysis in any EDA tool? For example in Cadence or PSPICE or LTSpice and so on. That is, if this is a general methodology or this DOE function only exists in ADS?

Glad to hear you found the video useful! In general you could use any statistical package that includes a DOE tool in it.  The problem is, it requires many manual steps and data entry from one tool to another, where as in ADS the whole process is fully automated and quick.
