When I was doing the "Freegypt"-achievement, I also got "Turing Complete!". With no Spy Agency. So, as far as I can tell, because I was still a British puppet (though I think I'd gotten it up by a level by that point), it counted the British Agency as mine, and because I took my time with the with the game (I did do the convoy lend lease and participated in the fighting, but otherwise I wasn't rushing anything) the Brits finished decrypting all of the Axis members on their own. So I got the achievement, as I'm sure Paradox absolutely intended. Kinda like I got "Sunset Invasion" by taking some of Spain as Mexico. While still in the Allies, and the achievement specifies that you have to be in a faction that ONLY has South American members or puppets... No idea what happened with that one.

You can get the seducer coup achievement by going to version 1.8 I think (or 1.9) . Btw you can get a coup at the very beginning of the game if you play as non-aligned japan and stage a coup in the east indies right off the bat
