I appreciate that even though Palpatine sees lightsabers as inferior to the dark side and beneath him he still sees it as important to keep up on. It either means he wants to be sure he has that contingency or that he's not as confident in his abilities as he pretends and needs every edge he can get. Basically depending on if he wants to brush up on his skill or if he needs to.

Such is the proof that despite having no interest in the Lightsaber and very rarely using it, Palpetine was still exceptionally skilled with it.

Reminder : Palpetine mastered all 7 Lightsaber forms

Whether in lightsaber combat or power in the Force, Darth Sidious remains unmatched. The only possible exception was Yoda being able to match him in lightsaber combat in Revenge of the Sith, though he lost out to the Emperor when it came to Force power.
