Can you explain how letting water into the regulator keeps the internal pressure constant? Why would the external pressure matter? Thanks.

I'm not sure what you mean by the external pressure won't matter. Won't the intermediate pressure be proportional to the to the external (water pressure)? Using the diaphragm as an example, as the external pressure increases, it pushes on the flexible device, opening up the device until the intermediate pressure increases enough to push the device back down.
