Could Biden's Supreme Court reforms make it through Congress?

President Biden has proposed major reforms to the Supreme Court, including term limits for justices and an enforceable code of conduct. The administration also proposed a constitutional amendment that dictates there is no immunity for crimes a former president committed while in office. Not a chance. Not only does it need to pass 2/3 of House and Senate, but would have to be ratified by legislatures of 3/4 of the states. That's 38 States!
