Not a chance. Not only does it need to pass 2/3 of House and Senate, but would have to be ratified by legislatures of 3/4 of the states. That's 38 States!

The president doesn’t have the Authority to change the Supreme Court nor does Congress the only way to reform a Constitutional position Articles 1, 2 or 3 is thru Article 5.

Not sure how one co-equal branch could impose limits on another. It is politically useful. Just because you don’t like the rulings doesn’t mean it is corrupt.
