Accuracy is how close the measurement (data) is to the accepted value and precision is how close or repeatable the measurements are to each other. You can be very precise and very wrong at the same time. How accurate and precise you are is dependent on how good the tool is and how well the user is trained. Remember a tool is no better than the idiot using it.
