Open-Source, Cloud-Based, AI-Enabled Reporting for the Intelligence Community

With the help of AI/ML and unclassified cloud, the Intelligence Community (IC) can reap the benefits of an open-source intelligence revolution. In the near-term, a basic form of Iron Man’s JARVIS could assist analysts and operators in a wide range of duties. “OSCAR,” or open-source, cloud-based, AI-enabled reporting, could save an IC analyst hundreds of hours a year and provide unprecedented insights gleaned from global publicly available information.

The IC has been slow to embrace this technology, however, because of ingrained culture, well-meaning security practices, and policy decisions. This report suggests actionable recommendations that will break the logjam and allow the IC to revolutionize open-source intelligence.
