When you go from Korean to English he sounds so weird because he constantly talks in this comically suspicious voice. In Korean he, in my opinion, matches his character a bit better, because instead he speaks in a comically charismatic voice. The reason i think this fits better, despite both aspects being a huge part of his character, is that to be charismatic you have to HIDE the fact you are constantly on alert and trying to sus people out. If Kaeya talked how he does in English he wouldn't be super approachable like he is described in his lore. The Korean dub makes him sound very charismatic while still every now and then having those hints of suspicious tones whenever he does a poor job at hiding his ulterior motives.
