“The Real Bedford Falls: It’s a Wonderful Life” is a half-hour documentary that explores the connections between Seneca Falls, New York, and Bedford Falls, the setting of the movie “It’s a Wonderful Life”. The documentary examines small-town life in Seneca Falls, captures the excitement of the annual It’s a Wonderful Life Festival, and celebrates the enduring themes of the Frank Capra classic. The film features interviews with Karolyn Grimes (who played Zuzu Bailey in the film), Jimmy Hawkins (who played Tommy Bailey), Monica Capra Hodges, granddaughter of Frank Capra, and film critic Leonard Maltin. Former NBC Today Show correspondent Bob Dotson serves as narrator.

From the Script - Violet goes to office of Building and Loan to see George right after uncle Billy loses the deposit. George writes something on an envelope and hands it to her. He takes some money from his pocket and offers it to her…..
Violet: No George, don’t….
George: Here now your broke, aren’t you?
Violet: I know but….
George: What do you want to do, hock your furs and that hat? Want to walk to New York ?
You know they charge for meals and rent Up There just the same as they do in Bedford Falls.
Violet: Yeah - sure…
George: It’s a loan. Besides you’ll get a job. Good luck to you."
“Up there” would locate Bedford Falls South of New York City. Seneca Falls is 4 1/2 hours North of NYC and Bedford Hills, a town also thought to be the fictional Bedford Falls, is 1 hour North of New York City.
With all references mentioned in the movie I think Bedford Falls would have been around Philadelphia PA.
