The thing is, I have a pretty good graphics card just bad ram I have 8 Gb I'm hoping to get 16 Gb soon so when I put my settings to all medium I get like 30 fps and a lot of stuttering.

These settings are not good. Hardware Unboxed settings are much better. Turn TAA to high and turn off FXAA and TSAA. Set water refraction to medium and water reflection to high. Refraction tanks performance.

Is there a reason why the trees look fuzzy? Whether they have leaves or not they have these weird white pixels that make them look like there stuttering

Taa is a must have for rdr2 unless you're playing on 4k other wise you got a lot of shimmering
