Chinese Foreign Minister Wang Yi recently made a speech at the Munich Security Conference, where he criticized the US for pursuing its own strategic goals in Ukraine. China followed up with its promise and released its own plans for peace in Ukraine on the 1 year of anniversary of Putin's invasion. What does the China's plan include and can the plan work?

I have read both the Chinese and English version of the speech.

Even the first point is very sus.
He says every country sovereignty shall be protected.

However he did not specific which country, neither Ukraine nor Russia. This give them plausible deniability, such as he can immediately declare Ukraine as 'the Ukraine', and say it is Russia sovereignty that is violated.

If he is serious, his speech should be "Ukraine sovereighty shall be respected".

Who's territorial integrity do they mean when both Russia and Ukraine are claiming same oblasts ?

Alas, this is a ceasefire proposal, not a peace treaty. Russia would benefit most from time to reform and retrain their military. Ukraine knows it's screwed without Western backers, so wouldn't dare break the 'peace treaty', leaving Russia free to break it at a time of its choosing. And we know Putin, or any nationalist successor, would.

This can only be a peace treaty if it guarantees major, immediate, military response by NATO if it's broken.

Based on our experience here in the Philippines, China keeps saying something while doing different things. Also, how do you believe a country to respect the sovereignty and territorial integrity of other countries if themselves are encroaching other country's waters and harassing their citizens on their own territory.

If they really cared about territorial integrity of all countries, they wouldn't be trying to take over the entire South China Sea, and would split it properly with Vietnam, Philippines, etc.

You are misunderstanding this line:
"The sovereignty and territorial integrity of all countries must be respected."
China considers Taiwan as part of China, as Russia considers Ukraine to be part of it's own territory. What they are really saying here is let Russia sort out it's territory dispute (War in Ukraine) and everyone stay out of it.
In essence they didn't lie, or portrayed as pro anything, they just clearly didn't finish the full sentence so you can think of it either way.

Ukraine wants its territory back. If Russia won't leave, Ukraine will make them. This isn't hard to understand. The war could end overnight if Russia just goes back home.

A cease fire at this point would benefit mostly Russia, as it would allow them more time to reorganize and prepare more attacks. The Russian supply lines are pretty bad at the moment, so they really need a pause in the fighting.

There are quite a few interesting ideas in this plan. And of course China doesn't like the redrawing of the borders of Ukraine or seeing regions splitting off from Ukraine ... actions which would embolden and legitimize Taiwan ...

It’s important to hear in mind whenever China says “respect territorial integrity/sovereignty” they want other countries to no intervene with their attacks on Taiwan, colonisation of Mongolia, Tibet, east Turkestan (colonial name: XinJiang) and Hong Kong.

I would equally interpret the CCP’s wording in this context to mean “Respect the former USSR’s territorial integrity in invading former members like Ukraine, and Georgia.”
