What it actually means is that question every decision, idea or concept fundamentally by first principal analysis rather than assuming that the idea is not possible to apply in real life by convention or someone contradicting the idea by using analogy (like this can lead to failure, etc).

Like another commenter said, this is just an example of applying first principles thinking.
What it really means is, questioning every decision fundamentally. Is there any scientific principle preventing us from doing something? if the answer is no, then try go past the current limitations of design/process and make things as close to perfect design or process.

First principles thinking means only design process of creating the rocket components with natural constraints (physics, math, chem first principles) in mind ....
The act of getting the rocket back etc is part of product lifecycle and cost cutting team more than "first principle"
