Repeal the 1975 law that institutionalized mental cases..Social media is always the first place these sickos speak out on..The government also allows these nuts to go through with their deed..The normal citizen that makes a vague quote not remotely close to violence is quickly banished. How to Prevent Mass Shootings:
1. Rewrite Second Amendment to specify and not generalize what qualifies as a legitimate armament.
2. 'NO' military grade weapons allowed for civilians...period! (This will not stop black-market as any other illegal item, but rather thwart 'ready access' and is not allowed to be a lobbying subject)
3. All must have background checks to confirm/deny any criminal history or mental illness before obtaining any fire arm. Wait period is as long as the process takes with no limit to time before delivery of weapon to purchaser. Obviously those individuals that are questionable will have longer time periods for vetting.
4. No Private sales allowed, but rather sanctioned retailers from local authorities are only allowed to sell firearms. The firearm types will federalized across the nation regardless of state. States may take away, but can't add to this list.
5. Civilians may only have at a maximum of one hand gun/revolver of 5/6 round with minimum .22 cal size, one shot gun (hunters only) with 1 round capacity, one rifle (hunters only) single round bolt action load with .cal size to fit specific game/permit (small .cal for small game and large .cal for bigger animals)
6. Handguns will be for home protection only and will not be taken outside of residence
7. Shotguns and Rifles will be housed at local gun club/range or police station and may only be removed during specific hunting seasons with qualified permits/license.
8. At the request of the local police headquarters, retired law enforcement and military can be requested to take up arms using military grade weapons only during national crisis e.g. imminent invasion/war on the United States of America by a foreign enemy.





(There are many more specifics and 'nitty gritty' that need to be hammered out all with the thought of common sense and 'zero' lobbying)
