You can clearly see how proud Vince McMahon is from his eyes while looking at John Cena in the promo. He is proud of his creation, proud of Cena's accomplishments and definitely proud as a father figure to a young man who walked up with nothing and created an unparalleled legacy with one single opportunity.
Arguably there have been superstars with records bigger than Cena like The Streak of The Undertaker, longevity longer than him like Ric Flair, more energy or charisma like The Rock, stronger connect with fans like Steve Austin, perhaps even more famous in their own time like Hogan but what separates Cena from them is that he had these all in him. And of course people are going to do multiple podcast, write Reddit or Twitter threads, make videos or write articles on who is the best to ever exist and this debate can carry on till eternity but for the sheer passion John Cena had for the business, the kind of grace he carried on his character with, both on screen and off screen and for the influence he had over the global audience for over two decades it would be an insult to his legacy if you think he is second to anyone.
Superstars had come and gone, of course more will come and go. There would be Hollywood heroes, there'd be gigantic records, there'd be multi dimensional champions but there won't be another John Cena. The man who carried WWE alone on his bare shoulders when all big dogs had left and took it to another level. If not him then I don't know who will you call the greatest of all time.
