Wanda is meant to rule or destroy the multiverse (at least this version is, because she is the Scarlet Witch) and Thor is the god of thunder. Thor is definitely one of the more powerful ones, but he doesn't stand a chance against Wanda.

I’m going to make this battle in the MCU:
Wanda wins in this one and here is why:
Wanda in her weakest form, mind controlled 4/5 of the Avengers and for those who say that she has to be near them, let’s take in count that Wanda also, in her weakest form, mind controlled a whole town.
Also, Wanda destroyed an Infinity Stone while holding back Thanos. Apart from Destroying the Mind Stone, it also destroyed it’s dimension which is infinite. All Infinity Stones contain an Infinite Dimension.
It was said that it was originally planned that Wanda was going to kill Thanos in Avengers: Endgame.
Also, Wanda Reality Warped a whole town. Her Hex contained a lot of CMBR ( Cosmic Microwave Background Radiation ) which also, created the Infinity Stones.
For those who say that Thor can speedblitz Wanda, let’s take in count that in Wandavision, she effortlessly reacted to Tommy who is fast enough to break the barrier of sound.
Wanda is described by Agatha as a Myth, a Being of Spontaneous Creation. She also tells that The Scarlet Witch needs no coven or incantation, her powers exceed that of the Sorcerer Supreme and that it is her Destiny to Destroy the World.
Wanda, also was in property of the Darkhold which gave her a great amount of Magical Knowledge.
Wong describes Wanda as a being of unfathomable magic that can rewrite reality as she chooses and is prophesied to rule or annihilate the cosmos. Doctor Strange says that if she gets America’s powers, she could enslave the Multiverse. America’s powers allow her to travel around the Multiverse but Wanda didn’t truly need America’s powers as a weaker version of herself of another universe, made a portal to another Universe.
Wanda also, defeated Kamar-Taj alone and she in a weaker body, killed the Illuminati.
Also, Wanda destroyed the Darkhold in every Universe.
For this and other reasons, Wanda wins.
