Three people injured in knife attack on train in Germany

Several people have been injured in a knife attack on a train near Nuremberg in Germany on Saturday, local police said.

If I suspect of someone radical that can do something similar where I can share this information from anonymous way to avoid represaries. Europe have some intelligence agency to avoid this can of attacks? People usually note radical behavior in some people that usually ends like this, but nobody pays attention until tragedies happened.
