hello is it possible to customize a template purchased on themeforest "compatible with elementor" when you go with elementor hosting ? there are several blog magazine templates on themeforest that I love but would i be able to use them and customize them obn elementor hosting ?

I would say take hosting from anyone you want but it must be from your country otherwise no matter how good they are they will be slower compared to those who are based in your country.

I'm almost a week in to trying elementor hosting but have been having issues with random speed slowdowns... Have you come across this? For my test site it will suddenly take between 30 seconds to 4 minutes to load a page up... completely random, sometimes the initial page load, sometimes after visiting several other pages. normally it will be about a second to load. I'm kinda nervous to migrate over when this is happening.

Elementor lacks E-Mail in the hosting package. Most small companies have their web and E-Mail with one hosting company. Having Elementor Hosting for the Website AND a local E-Mail-Hoster results in more cost.
