First one is stronger and is a better option if you have onsize holes for connecting rigid(mettalic) pieces. The 2nd one is weaker but is more likely to hold the part better than the first for softer materials such as plastic and hole sizes with large variation.

Its not the question, which one is better. The left one is used to connect metal with metal, and the right one is used to connect metal with plastic oder plastic with plastic, like the front bumper of an Dacia

I exclusively use pop rivets because they came with the riveting tool I got on Amazon and have not needed to buy new ones yet.

I think the only thing that would dictate which you would use of the two comes down to tolerances if space is an issue. Say you're joining a hinge to a double walled container with about an inch between the inner walls. The first rivet would be ideal.

Why use a rivet to hold nothing together?
If you have soft material ... put a washer over the first type to spread the clamping force without expanding the hole to failure??
In manufacturing, you would use type 2 to save a very small amount of time as you only need one side access ... (edit for clarity) when rivetting soft materials rather than have to place a washer and make sure it is pulled up tight.
